An elderly farmer who illegally bred dogs in "cramped cold and dirty conditions" has been warned he could face jail. An RSPCA officer told Flint magistrates Peter Hughes, from Halkyn, kept the animals in some of the worst conditions he had ever seen.
The court heard how inspectors found 64 dogs at the farm housed in "generally filthy and unhygienic conditions" with many of them having health problems.
Hughes will be sentenced in July.
District Judge Andrew Shaw heard how officials from Flintshire's Environmental Health department made an unannounced visit to the farm in March after receiving tip offs from members of the public.
Three people, including a vet, had bought puppies from the farm and were concerned for the welfare of the animals, the court was told.
Inspectors found 64 dogs at the farm - 48 of them puppies. Hughes had a license which allowed him to keep no more than 12 dogs.
Filthy
The hearing was told how there was inadequate water, some dogs were chained up in waterlogged conditions and that there were "numerous dead rats" on the premises, as well as a sheep carcass.
Many of the border collies were also suffering from parasitic infections and a number had ulcerated feet as a result of being kept on unsuitable mesh flooring.
Hughes pleaded guilty to breeding without a licence, breaching his pet shop licence, and six counts of causing unnecessary suffering by failing to provide a vet and by keeping animals in an environment that was detrimental to their health.
His defence said the offences had occurred because Hughes had taken on too much.
They added that he was a single man and that assuming he would "face serious financial difficulties" if banned from keeping dogs.
They were sitting on mesh with faeces on top of it and, generally, they were appalling - they're some of the worst sights that I've actually seen
Following the hearing, Jenny Woolley, a vet who went to the farm with officials from Flintshire Council, said: "The conditions we found in terms of hygiene were atrocious.
"We had faeces in the kennels, we had faeces on the ground.
"The snow that was present had been present for several days.
"The temperature was freezing or close to - with the wind chill was extreme.
"These dogs were sitting in wet bedding... they were sitting on mesh with faeces on top of it and, generally, they were appalling - they're some of the worst sights that I've actually seen".
RSPCA inspector Fred Armstrong said: "With even superficial checking of the animals it should have been obvious - it should have been obvious that they were very thin, it should have been obvious that they were hypothermic, that their feet were ulcerated with the cold and the conditions that they were kept in - yes, it should have been obvious."

RSPCA workers are just halfway through cleaning urine and faeces off 101 poodles that were found in despicable conditions at a kennel south of Brisbane.
RSPCA spokesperson Michael Beatty said inspectors responded on Wednesday to a complaint about the Waterford Kennels and Cattery, near Springwood, and were horrified at what they discovered.
"There were pens caked in inches of faeces and urine, the dogs' fur was matted with the stuff," Mr Beatty said.
About 75 per cent of the animals needed urgent veterinary attention to rid them of maggots and worms.
"It was one of the worse cases of neglect that we've seen," he said.
RSPCA officers have spent the days since their discovery cleaning and tending to the dogs, with just 40 of them cleaned up so far.
"They had to be clipped for starters and that was a nightmare, because in many of the cases the fur was rock hard, just caked with urine and faeces that had built up around them," Mr Beatty said.
The RSPCA would take advice from their solicitor about whether to press charges on the female owner of the kennels, he said.
"Just when you think you've seen it all along comes something else.
"You just constantly shake your head," he said.

I can't believe that this sort of thing goes on and on and on. The only way to stop it it to prosecute, no excuses, big fines, life long bans from keeping animals (that are enforced), prison sentences. I can think of a few punishments that I would like to deal out personally too. All too often these people are dealt with far too leniently, just a nominal fine and a slap on the wrist. The bans should include the household of the banned person, whats the point if the husband, wife son or lodger can still go and buy another pet. We all need stand up and be counted, no turning a blind eye because a person is old or poor, there is help available. We owe it to these dogs/animals to make their lives happy and healthy, they don't have the luxury of making choices, so it's up to us to make the right ones !

This is a registered kennel, has all this happened since the last council inspection? . I very much doubt it.. Councils stop picking on people who have more than 6 dogs, healthy happy and well cared for and taking them to court etc when this sort of thing is happening

This is just absolutely disgusting and I agree with everything Poppy has said. It was lucky these little darlings were found but sadly there are thousands more out there living in conditions such as these that have yet to be found and rescued, maybe just maybe if the punishment was far more severe these poor excuse for the human race that keep these animals in these conditions would think twice about what they are doing, but I doubt it, because they obviously dont give a damn about any form of life that relies on them for love, care and security. These people should be caged with others just like them, left filthy, fed when remembered to be fed and no fresh air, THEN they may get the idea that an animal, no matter what type NEEDS to be cared for and are not just a money making object to be abused. One day they will get their comeuppance. I am a great believer in what goes around comes around, but sadly that does not help the ones that we don't know about which are suffering in silence right now.
