It says...

I saw Billy's body this evening. I stroked his head and silently said sorry to him, then goodnight. The post mortem, which I have paid for, will probably be Thursday.
Having expected a spaniel type dog, it was a bit of a shock to find that he looks very much like my Jack Russell Skip, but cross bred. He is about the size of a large Jack Russell with medium length fur. His fur is mainly white with faint black dappled spots (merle effect). This would look white from a distance. He has a large black patch on his left rear side, and a black patch on his rump, with a black tail. He also has a tri-colour face with black ears, and a face that says Jack Russell more than any other breed. His legs are white. He was neutered. I am going to try to find a photograph of a dog that looks like him tonight and post it.
I have posted a photograph of a dog similar to Billy. There are others in the photos section. Imagine a black tail on the dog in the profile picture, but please look at the other photographs, as it is only a lookalike photo.

Please go on site to see photos similar to that of Billy. Thanks

POST MORTEM RESULTS:
Billy died from a skull fracture consistent with being beaten around the head, so he was indeed battered to death. I have re-mailed Officer Healy and pointed out some matter about both dogs which I had thought were glaringly obvious, and demanded that these deaths be investigated.

Sally Nicholson-Fisher Response from Paul Healy:

Sally, I am DCI Paul Healy the Crime manager for Enfield Borough and have had an opportunity to read your E mail. I note your frustrations with the perceived police inaction in both of these cases. I feel it appropriate to point out the following, cases of animal cruelty are investigated by the RSPCA. I have personally spoken to the Inspector from the RSPCA who is dealing with these cases. The investigation thus far is complicated by the fact that there is no evidence at this time that the dog seen being dragged is one and the same as the dog that was found dead in Winchmore Hill. The CCTV for the area has been checked to no avail, meaning that we are unable to connect the incidents. From my understanding this dog did not have any visible injuries, cause of death not known at time of writing.

The second case is more distressing with visible injuries present, but no confirmation as to how injuries sustained at time of writing. This investigation is being conducted by the same RSPCA Inspector. At this point in time there are no witnesses to what happened to the dog. In order for the RSPCA or the police to progress with any investigation we require evidence to prove the involvement of a person or persons in the offence committed. At this time we do not have this evidence. The media interest in these cases will ensure it is brought to the attention of the general public and we are reliant on them to identify the perpetrators of any cruelty to the dogs. I have assured the RSPCA Inspector should they require assistance with their investigation we shall assist.

Sally Nicholson-Fisher My reply to the above email as follows:

Dear Mr Healy

I am not satisfied with your reply to my emails. I must tell you that police inaction is not merely 'perceived', but actual.

I am fully aware that the RSPCA investigate animal cruelty - when it suits them, and I am also very well aware that the police can and do also investigate such matters. Indeed, Hertfordshire Police seem to take these matters very seriously, as do many other forces. Your force could investigate, but the message the public is getting is that it won't. This really is nothing like good enough.

I also have spoken to the Inspector you mention, and I find that her attitude is similar to yours, in that the RSPCA clearly does not want to pursue this matter, to the point that they would not spend £100 for a post mortem to establish cause of death or recall CCTV. Our group has paid for the post mortem on the Winchmore Hill dog (we call him BIlly), and today I have heard that he died of a fractured skull, indicating that he was battered about the head, which tallies with the existing witness report. Can you confirm that you have spoken to the woman that witnessed the dog being pulled along? Have you taken the time to look at CCTV?

I agree that the second case is distressing, but no more so than the first for animal lovers and concerned residents. I have seen the photographs of that dog and there is absolutely no doubt whatsoever that the dog was maltreated and died as a result. The dog clearly appears to have been hanged with a length of chain (not a dog lead), and in the photographs also appears to be in a state of rigor mortis, which given the account of the man that found him, means that he was killed elsewhere and dumped where he was found. This very clearly indicates that a person or persons were involved. Will you become involved and investigate this matter now that I have pointed out these (fairly obvious) factors? Or is it just that the Metropolitan Police has no regard for cruelty to animals or the wishes of local residents? If this is indeed the case, you should at least have some regard for the fact that there is a very close link between animal abuse and abuse of children and humans in general. Do you not think it would be worthwhile to keep a register of animal abusers for future reference or for investigations into dogfighting, which is rife in this area?

I must inform you that the members of our Facebook group are a very determined and committed, as well as appalled, group of people. We will not go away, or be fobbed off. We are going to take this matter as far as it takes in order to make the police and the RSPCA take the matter as seriously as they should.
